Heidi Timmerman is an independent consultant supporting commercial and government contractor clients; as well as a lecturer for the University of Tennessee’s Aerospace & Defense Programs within the Haslam College of Business. She has over 20 years’ experience in procurement, contracts, operations, and supply chain management. For close to a decade, Heidi served as the director of Procurement & Contracts Administration (PCA) at Oak Ridge Associated Universities (ORAU); where she was responsible for customer contracting, strategic partnership projects, real estate, purchase-card administration, all procurement services, contracting systems, and ORAU’s small business program. In the private sector, she served as vice president of supply chain operations of IdleAire; where she was responsible for product and service support of 131 nationwide locations for this technology service start-up. Heidi also served as director of procurement, store services and contracts management, for Goody’s Family Clothing. Prior to that, she was a commodity champion and senior buyer/planner for manufacturer Chatsworth Products, Inc. In addition to her government contracting and commercial experience, Heid served in the U.S. Marine Corps as military police officer (Captain). She is a past president and active leader in the East Tennessee Chapter of NCMA. Heidi has her MBA, C.P.M., and Masters Certificate in Government Contracting from George Washington University in addition to CPCM and Fellow with NCMA.

Ms. Katherine Bumgardner is currently the President for LB Services. She holds a Bachelor of Science Degree from Embry Riddle Aeronautical University in Professional Aeronautics/Business Management and is a veteran of the United States Air Force. She is a Past President of the National Contract Management Association East Tennessee Chapter and the Oak Ridge Civic Ballet. LB Services is a current member of NCMA, ETEBA, ETEC, TVBA and the Oak Ridge and Pike County Chambers of Commerce. Ms. Bumgardner is currently responsible for executive level management, project management, business development, marketing and infrastructure management for LB Services. She has over 18 years experience managing technical projects for a variety of Government Agencies.

Landon Hill is the Team Leader of the Commercial Support group at UT-Battelle/Oak Ridge National Laboratory (ORNL). Mr. Hill manages the Marketplace Catalogs program, ORNL’s e-commerce/just-in-time program, responsible for over 50k transactions and $30m spend annually. Prior to joining ORNL in 2008, Mr. Hill served 8-years in the US Army, followed by 3-years as a Supply Chain Analyst at Panalpina. He earned his BS degree in Logistics/Transportation from the University of Tennessee, an MBA degree from Lincoln Memorial University, a Master’s Certificate in Government Contracting from George Washington University, and is also a 2013 graduate of the highly competitive NCMA Contract Management Leadership Development Program. He was also ORNL’s Small Business Advocate of the Year award winner in 2011.

Vicki Dyer is President and Owner of Scientific Sales, Inc., a distributor of national name brand laboratory, safety, environmental and industrial products located in Oak Ridge, Tennessee. Vicki serves on the Knoxville Advisory Board of the Tennessee Minority Supplier Development Council and her company has been a certified member of for over fifteen years. She also is a member of the Oak Ridge Chamber of Commerce. Her company, Scientific Sales, Inc., has been recognized for its exceptional customer service and ability to demonstrate cost savings by receiving awards from the Small Business Administration, the Department of Defense, UCOR, BJC, UT-Battelle, Lockheed Martin Energy Systems, and the Tennessee Valley Authority to name few. Mrs. Dyer contributes her success to a background in Business and Accounting and her constant attention to customer service.

Don is the Vice President of Operations at Scientific Sales, Inc. (SSI). SSI is a small woman and minority owned distributor of lab, safety, and industrial supplies, and has served government and non-government customers for over 33 years. Don has served SSI and NCMA for two years and is the Co-Chairperson of the Media Committee and assists also with the Social Committee. Prior to arriving at SSI, Don served as an infantry officer in the U.S. Army for 26 years, retiring at the rank of Colonel in 2019. During his time in the Army, Don led a variety of large and small units across the Army and completed his career at the Pentagon where he served on the Joint Staff and on the staff of the Office of the Secretary of Defense from 2013-2019. He also completed four combat tours after 9/11. Don is a native of Oak Ridge, TN and graduated with a degree in Finance from Tennessee Tech University in 1993. He later went on to earn an M.B.A. in 2003 and a Master of Science in National Security Strategy in 2016 while serving in the Army.
