The President's Corner.........

This month has been a busy one for our Chapter Board. The Chapter's Long Range Plan, Annual Operating Plan, and Membership Retention Plan were all submitted to the NCMA National Office. These documents act as a roadmap for our Chapter's activities for the coming Program Year. Copies of each will be available at our next Membership meeting on October 5, 1999. The NCMA National Education Seminar (NES) for this Program Year is entitled "The Contracting Professional as a Business Manager". The East Tennessee Chapter is hosting the NES on April 4, 2000 at the Garden Plaza. Please mark your calendars….this gives everyone over six months notice. The NES provides an excellent educational opportunity at reasonable cost.

Our Education co-chairs, Karen Shears and Darlene Ahlers, have done a great job of scheduling workshops to precede most of our Membership meetings this year. The workshops are provided at no-cost to our members. This is possible because the workshop presenters are all volunteers willing to share their expertise with us. Look for details of these workshops in this and future editions of the Chapter Newsletter.

Please join us on October 5, 1999 at 11:30 a.m. at the Garden Plaza for our next Membership meeting. Our speaker will be Mr. Larry Clark. Mr. Clark will give us an update on reindustrialization efforts at the East Tennessee Technology Park.

About the Speaker...

Larry Clark is currently the Director of the Reindustrialization Division in the Department of Energy's Oak Ridge Operations Office. The team under his direction has enjoyed considerable success in converting a 750-acre former gaseous diffusion uranium enrichment plant into a commercial industrial park known as the East Tennessee Technology Park. The effort is receiving national and international recognition for acceleration of environmental cleanup, substantial cost savings, creation of jobs, and diversification of the local economy.

Mr. Clark holds a Civil Engineering degree from the University of Arkansas, and a Master of Science in Industrial Engineering from the University of Tennessee. He is a Licensed Professional Engineer and a member of the American Society of Civil Engineers. He was named a Fellow in the Council of Excellence in Government in 1996.


Education Workshop...

Ann Johnson of Procurement Management Association of Tennessee, will be conducting the second part of a two-part workshop. The subject of this workshop will be Back to Basics: Contract Types. Ann's workshop will discuss selection of contract types from both the buyer and the seller perspective. On September 8, Part I of the workshop examined Fixed-Price Contracts and on October 5, Part II will analyze Cost-Reimbursement contracts.

Please join us in the Garden Plaza Board Room at 10:30 for these very informative workshops! Even if you were unable to attend Part I in September, Part II is still available for everyone. National Educational Seminar

We will be hosting the NES at the Garden Plaza on April 4, 2000. Our Registrar is Christy Crass and she can be reached by e-mail at cmcrass@bechtel.com, by phone at (423) 220-2475, by fax at (423) 220-2112, and by mail at Bechtel National, 151 Lafayette Drive, Oak Ridge, TN 37831. We are in need of volunteers and anyone interested please call Mike Criss at (423) 220-2146 or e-mail at rmcriss@bechtel.com. There will be an organizational meeting in the next two weeks to really get things going. Those that have already volunteered will be contacted separately plus a few more. We would like to thank David Methot, Robert Lynch, and Doris Heim for taking on some of the responsibilities involved with NES this year.


CERTIFICATION

Four organizational meetings were held over the past three weeks. Five people showed up and expressed an interest in applying for one of the certifications. Preliminarily there is enough interest to start a study group. Watch the Newsletter for an exact date but we will start late in October. The meeting day will probably Tuesday. More details will become available in the near future. Those who came to the organizational meeting will receive an e-mail with the details. Anyone else interested in receiving e-mail information can e-mail me at rmcriss@bechtel.com to get on the list.

There is a need for proctors to administer examinations. Please contact me if you are interested. We also would invite anyone who thinks they have a question that is appropriate for either examination to submit your question to NCMA. Contact me if you are interested.
