About The Speaker..........

 

Mr. Will Minter is Director of the Small Business Program Officer for Oak Ridge National Laboratory, which is manager by UT-Battelle, LLC, for the U.S. Department of Energy (DOE).  Mr. Minter has primary responsibilities for ensuring that small businesses get the chance to share in the $160 million in subcontracting opportunities occurring annually at the Laboratory.  He develops the strategies and procedures for maximizing the utilization of small businesses in the procurement of goods and services.

 

Mr. Minter has been employed at the Oak Ridge facilities for more than 33 years.  During that time he has held a wide range of management responsibilities: he has served as the Manager of Technical Procedures for the Engineering Technology Division, Department Manager for Engineering Services for all Oak Ridge sites, Manager of Document Control Center in Information Services Division, and Supervisor of the Y-12 Plant Records Department.  Mr. Minter developed and implemented the first small minority business technology transfer initiative, which became a model for all of DOE.  He was the Project Manager for the implementation of the first application of bar-coding technology for managing classified documents. Mr. Minter proposed and assisted in the installation of the first engineering-drawing optical-disk system for Lockheed Martin Energy Systems, Inc.  He also proposed and provided leadership in managing the first small business conference for DOE.

 

Will Minter is a former Vice Mayor and City Councilman for the City of Oak Ridge,  and has risen through the ranks to become well known nationally as a political leader.  He has led or participated in a number of noteworthy events, including the National Crime Summit (a nationally televised event) and a briefing to President Clinton regarding his state of the union address.  He has also led a group of political and business leaders who met with Vice President Gore on the subject of African Americans and the Information Highway.  Mr. Minter  is also president emeritus of the National Black Caucus of Local Elected Officials (NBC-LEO), chairman of NBC-LEO National Policy Committee, and a former member of the Oak Ridge Board of Education and the National Black Leadership Forum. 

 

Mr. Minter is a motivational speaker and community innovator.  He won the contest for the best idea for the World’s Fair held in Knoxville, Tennessee, in 1982.  He has most recently introduced his concept for a major attraction for the City of Oak Ridge, a virtual-reality science learning center. 

 

Mr. Minter, majored in industrial education a the University of Tennessee and Knoxville College.  He is a certified interaction management instructor, a certified records manager, and a licensed affiliate real estate broker.

 

By-Laws..........

 

Proposed Chapter By-Laws will be distributed at our November membership meeting for review and comment by the Chapter Members.  We plan to vote on adoption of the By-Laws at our January meeting.  If you have any questions or comments with regard to the By-Laws, contact Joel Pearman at p2e@sns.gov or 241-5305.

As of September 30, 2001, there was $4,030.41 in checking, $526.68 in savings, $100 in cash, and $5,652.18 in a CD for a total of $10,309.27.
