FROM THE PRESIDENT
I have been repeating over and over April showers bring May flowers but I still hope this rain stops soon!
I'd like to take this opportunity to announce the slate of officers for the NCMA East Tennessee Chapter for the 2000-2001 Program Year. The proposed officers are as follows:

If there are any other nominations for these positions, please call me at 865-531-1922, or e-mail me at eroske@harding.com.. We will conduct our Chapter elections at the May luncheon meeting on May 3, 2000. There will be another opportunity just prior to the election to make additional nominations.
We also hope to present Scholarship awards to this year=s NCMA-ET Chapter scholarship recipients at the luncheon on May 3.
Please plan on attending the membership luncheon on May 3. It is important to cast your vote for the Program Year 2000-2001 Officers, as well as to show your support of our scholarship program.

About the Speaker... Barry Miller reports directly to the SNS Project Director, Dr. Ed Temple. He is responsible for all of the procurement activities of the SNS Project. He has a staff of 10 procurement professionals under his direct supervision and coordinates the activities of 11 procurement professionals at the SNS Project Partner Laboratories. Barry=s procurement experience spans 28 years. His wide range of contract experience covers fixed price to cost reimbursable instruments both domestically and on an international scale. He has progressed from entry level buying positions to executive procurement positions. He retired from the United States Air Force (USAF) after 20 years of service with the rank of Major. Some of his more significant jobs include Contracts Director/Commander at Dover AFB, Delaware. In this position Barry was responsible for directing procurement activities that supported the strategic C-5 aircraft operations of Desert Storm and Desert Shield. He was also the Construction Contract Director for Allied Forces West of the Rhine River including 3 Air Force and 10 Army installations, and was a Tactical Air Command Inspector General Team Chief.
Barry holds a Bachelor=s Degree from Northwestern State University of Louisiana and a Master=s Degree from Webster University at Saint Louis, Missouri. He has attended over 35 courses in contracting and management programs. He was an instructor for the USAF Base Contracting Officer Course and a Total Quality Management Lead Instructor. Barry holds memberships in the National Contract Management Association and the National Association of Purchasing Managers.
He was the Procurement Services Manager at Argonne National Laboratory (ANL). There he was responsible for procurement policies, work for others and cooperative research and development awards at ANL-East and ANL-West for more than 85 acquisition specialists and over 4,000 scientific, technical and administrative personnel. He was awarded Vice President Gore=s Hammer Award for reinventing government in this job. Prior to that, Barry was the Purchasing Manager for the Advance Photon Source Project.
Headquarter Department of Energy Contracting selected Barry to assist in the development and implementation of the A Balanced Scorecard@ process throughout the DOE M&O/M&I complex. He was also instrumental in conducting the first DOE-wide audit to measure compliance with DOE procurement regulations. Barry has two daughters, three grandchildren and originally hails from Glassport, Pennsylvania. He, and his wife Judy, currently reside in Lenoir City, Tennessee.

The Scholarship Committee has completed its evaluation of scholarship applicants. The two winners plan to attend our May luncheon to receive the awards.
