President

YPH-16-702428Cindy Morgan is the director of Procurement Operations & Business Management for Consolidated Nuclear Security, LLC, which is responsible for the management and operation of the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex in Oak Ridge, Tennessee. In this role, she oversees the procurement, subcontracting, and compliance operations at both sites. She provides leadership and direction to a team of 65 geographically dispersed supply chain professionals in all purchasing-related functions, including the sourcing, negotiating, and contracting for the manufacturing sites. She is focused on integrating processes, cost efficiencies, and talent development.

Morgan holds a B.A. in business management from Texas Wesleyan University and an M.S. in engineering management from Southern Methodist University. She also holds accreditations from the Institute of Supply Management as a Certified Purchasing Manager and Accredited Purchasing Practitioner

NCMA GCMS 2016 / WASHINGTON DCTim Barras is the Chief Operating Officer for Firehawk Products and Services, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in Oak Ridge, TN. Before working for Firehawk, Tim spent several years developing workflow management systems for various companies in the finance industry.  Tim utilizes this experience and his IT background to build and maintain Firehawk’s eCommerce platform which serves the majority of their Department of Energy customers. 

Tim serves as the Education Co-Chair for the East Tennessee Chapter of the NCMA.  Tim is also a graduate of the Contract Management Leadership Development Program (CMLDP), a year-long program that prepares students to become the next leaders in contract management and NCMA.

Justin is a Subcontract Administrator at the Oak Ridge National Laboratory (ORNL).  He began his career with ORNL in February 2009.  He is responsible for the creation, administration, and closeout of a large number of subcontracts in support of the Computing and Computational Sciences Directorate at ORNL.  He closely supports a large and diverse customer base with a unique set of needs and requirements.  Justin attended Lincoln Memorial University (LMU) in Harrogate, TN, where he graduated Magna Cum Laude in 2008.  Justin graduated with a Bachelor of Business Administration degree (concentration in Economics), as well as a Bachelor of Arts degree in Philosophy and Religion.  Justin recently earned a Master’s Certificate in Contract Management from the George Washington University.  He is a five-year member of the NCMA ET chapter, where he currently serves as a member of the Board of Directors.   Justin grew up in Knoxville, TN.  He currently resides in the Karns community with his wife, MarKita, and their children, Noah and Jaylea.  He also serves as the Youth and Education Pastor at Trinity Baptist Church.

Honors & Awards

timmermanHeidi Timmerman is currently the Director of Procurement & Contracts Administration (PCA) at Oak Ridge Associated Universities; responsible for customer contracting, Strategic Partnership Projects, real estate, purchase-card administration, all procurement services, PCA systems and ORAU’s small business program.  Prior to joining ORAU, Timmerman served as vice president of supply chain operations of IdleAire, where she was responsible for product and service support of 131 nationwide locations. She also served as director of procurement, store services and contracts management for Goody’s Family Clothing. Prior to moving to Tennessee, Timmerman was a commodity champion and senior buyer/planner for manufacturer, Chatsworth Products, Inc. In addition to her commercial experience, Timmerman served in the U.S. Marine Corps as a military police officer (Captain).  She has a MBA from UNC Chapel Hill and a BA from the University of Rochester.  Timmerman is an active leader in the East Tennessee Chapter and has obtained her CPCM and Fellow.  She also volunteers her time in the local community, such as serving on the United Way of Anderson County Board of Directors.

Chris TwinerChris is a seasoned finance and acquisition professional.  He graduated from the University of Southern Mississippi with a Bachelor’s of Science in Banking and Finance.  Mr. Twiner is a retired USAF Finance and Acquisition Officer having served as a Contracting Officer, Budget Officer and Comptroller.  He has been a Program Manager over both federally and privately funded real estate development with Palmer Holdings, Director of Contracts and Pricing for Information International Associates, and is currently a Senior Consultant with Strategic Consulting Solutions.  Chris is a National Contracts Management Association Certified Professional Contracts Manager.

Freda Hopper 1Freda H. Hopper is URS | CH2M Oak Ridge LLC (UCOR) Small Business Program Manager with responsibility for identifying, recruiting and coordinating small business resources to support UCOR’s cleanup mission at the East Tennessee Technology Park (ETTP). Freda reports to the Manager of UCOR’s Supply Chain Management group, which oversees subcontracts, purchasing and the small business program. Freda brings more than 28 years of diverse experience in administration of government and private industry subcontracts and procurement and has been a Small Business Program Manager for more than 20 years. Most recently, she was Manager of the Department of Energy socioeconomic procurement programs for Oak Ridge Office (ORO) and its contractors.  In that role, she established goals for the ORO Small Business Program and served as a key point of contact with small businesses, disadvantaged businesses, woman-owned businesses, Historically Underutilized Business Zones (HUB Zones), veteran owned businesses, and service-disabled veteran owned businesses. Before joining DOE, Freda was Small Business Program Manager for Bechtel Jacobs Company. Freda has a Bachelor of Science degree in Business Administration from South Carolina State University. She has several certifications in the field of contracting.

Co-Chair: Misty Tanner

Misty TannerMisty Tanner is the Procurement Supervisor at UCOR, where she manages all aspects of the procurement program to provide all commodities and bulk materials necessary for the execution of the UCOR mission.  She began her career with Bechtel Jacobs Company LLC in October 2009 and has more than 9 years of procurement experience.  Misty holds a Bachelor of Science degree in Business Marketing from Tennessee Technological University.  Misty grew up in Clinton, TN.  She currently resides in Karns with her husband, Barret, and their children, Ian and McKinley.  She also serves as a Small Group Coach at Faith Promise Church.

IMG_0393Dustin is a Procurement Officer at the Oak Ridge National Laboratory (ORNL). He began his career with ORNL in June 2016. He is responsible for creating and administering numerous strategic sourcing Basic Order Agreements (BOA’s), developing overall strategy for E-Commerce Program (Marketplace), and closeout of subcontracts. Dustin attended Troy University, where he graduated with a Master’s in Public Administration (contraction in Government Contracting).  Dustin received a Bachelor of Science degree in Finance from Jacksonville State University. He is a four-year member of the NCMA ET chapter, where he currently serves as a member of the Board of Directors. Dustin grew up in Auburn, AL. He currently resides in Powell, TN with his wife Courtni. He is currently a participant in the Contract Management Leadership Development Program (CMLDP) for program year 2018 – 2019.

Landon Hill is the Team Leader of the Commercial Support group at UT-Battelle/Oak Ridge National Laboratory (ORNL).  Mr. Hill manages the Marketplace Catalogs program, ORNL’s e-commerce/just-in-time program, responsible for over 50k transactions and $30m spend annually.  Prior to joining ORNL in 2008, Mr. Hill served 8-years in the US Army, followed by 3-years as a Supply Chain Analyst at Panalpina.  He earned his BS degree in Logistics/Transportation from the University of Tennessee, an MBA degree from Lincoln Memorial University, a Master’s Certificate in Government Contracting from George Washington University, and is also a 2013 graduate of the highly competitive NCMA Contract Management Leadership Development Program.  He was also ORNL’s Small Business Advocate of the Year award winner in 2011.

Starr photo for NCMASusan Starr is a Prime Contract Administrator for Consolidated Nuclear Security, LLC (CNS) which is responsible for the management and operation (M&O) of the Pantex Plant in Amarillo, Texas and the Y-12 National Security Complex in Oak Ridge, Tennessee. In this role, she is responsible for administration of the $22B M&O contract with the Department of Energy’s semi-autonomous National Nuclear Security Administration. Prior to joining CNS in 2015, Susan served as a Contracts Administrator with Professional Project Services, Inc. (Pro2Serve) where she managed contracts with ceilings up to $78M for a number of federal agencies. Susan has been an NCMA member since 2011 and is a Certified Federal Contracts Manager (CFCM). She earned her Master’s Certificate in Government Contracting from George Washington University and graduated summa cum laude with a Bachelor of Science degree from William Woods University. Susan was recently competitively selected as a member of the 2018-2019 cohort for NCMA’s prestigious Contract Management Leadership Development Program.

Katherine Bumgardner (2)Ms. Katherine Bumgardner is currently the President for LB Services. She holds a Bachelor of Science Degree from Embry Riddle Aeronautical University in Professional Aeronautics/Business Management and is a veteran of the United States Air Force. She is a Past President of the National Contract Management Association East Tennessee Chapter and the Oak Ridge Civic Ballet. LB Services is a current member of NCMA, ETEBA, ETEC, TVBA and the Oak Ridge and Pike County Chambers of Commerce. Ms. Bumgardner is currently responsible for executive level management, project management, business development, marketing and infrastructure management for LB Services. She has over 18 years experience managing technical projects for a variety of Government Agencies.

RebeccaRebecca Crowe is a Section Manager at Oak Ridge Associated Universities, where she is manages the ORAU Small Business Program and Systems Team in the Procurement and Contracts Administration department. She began her career at ORAU in January 2006 and has more than 10 years of procurement and contracting experience.   Crowe currently serves on the Y-12 Community Relations Council, the Men of Tomorrow Foundation Board, and is a member of the Xi Iota Omega Chapter of Alpha Kappa Alpha Sorority, Inc.  She was recognized by NCMA in 2015 when she was a recipient of the Advancing Professionals in Contract Management award.  She was named one of the Greater Knoxville Business Journal’s 40 under 40 in 2013 and was presented the 2012 Postma Young Professional Medal by the East Tennessee Economic Council.  Crowe holds a Bachelor of Science degree in Mathematics with a concentration in Actuarial Science, and a Master’s of Science degree in Engineering Management, both from the University of Tennessee at Chattanooga.  She also holds a Master’s Certificate in Government Contracting from the George Washington University School of Business.  She is a 10-year member of the NCMA ET chapter, served as Chapter President from 2008-2009, and has served in multiple roles within the chapter.

VDVicki Dyer is President and Owner of Scientific Sales, Inc., a distributor of national name brand laboratory, safety, environmental and industrial products located in Oak Ridge, Tennessee.  Vicki serves on the Knoxville Advisory Board of the Tennessee Minority Supplier Development Council and her company has been a certified member of for over fifteen years. She also is a member of the Oak Ridge Chamber of Commerce. Her company, Scientific Sales, Inc., has been recognized for its exceptional customer service and ability to demonstrate cost savings by receiving awards from the Small Business Administration, the Department of Defense, UCOR, BJC, UT-Battelle, Lockheed Martin Energy Systems, and the Tennessee Valley Authority to name few.
