Board of Directors

NCMA East Tennessee is governed by a Board of Directors. Individually, the Board consists of dedicated professionals that were recommended by nominating committee and elected by majority vote. Collectively, the Board is entrusted with ensuring the Chapter acts as an effective and responsible organization. The Board has played a key role in the success of NCMA East Tennessee and we are pleased to recognize each member.

YPH-16-702428Cindy Morgan is the director of Procurement Operations & Business Management for Consolidated Nuclear Security, LLC, which is responsible for the management and operation of the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex in Oak Ridge, Tennessee. In this role, she oversees the procurement, subcontracting, and compliance operations at both sites. She provides leadership and direction to a team of 65 geographically dispersed supply chain professionals in all purchasing-related functions, including the sourcing, negotiating, and contracting for the manufacturing sites. She is focused on integrating processes, cost efficiencies, and talent development.

Morgan holds a B.A. in business management from Texas Wesleyan University and an M.S. in engineering management from Southern Methodist University. She also holds accreditations from the Institute of Supply Management as a Certified Purchasing Manager and Accredited Purchasing Practitioner

Chris TwinerChris is a seasoned finance and acquisition professional.  He graduated from the University of Southern Mississippi with a Bachelor’s of Science in Banking and Finance.  Mr. Twiner is a retired USAF Finance and Acquisition Officer having served as a Contracting Officer, Budget Officer and Comptroller.  He has been a Program Manager over both federally and privately funded real estate development with Palmer Holdings, Director of Contracts and Pricing for Information International Associates, and is currently a Senior Consultant with Strategic Consulting Solutions.  Chris is a National Contracts Management Association Certified Professional Contracts Manager.

Tim serves as the Manager of the Supply Chain Management organization for URS|CH2M Oak Ridge, LLC (UCOR), the cleanup contractor at the East Tennessee Technology Park.  He has more than 34 years of experience in managing several diverse technical and administrative programs and organizations.  He previously worked for CH2M-WG Idaho, LLC as the Director of Subcontracts, Procurement, Property, and Fleet Management at the Idaho Cleanup Project.  While at the DOE Rocky Flats site in Colorado, Tim worked for Kaiser-Hill, LLC serving as the Manager and Project Chief Engineer for the Procurement Engineering and Quality Assurance group and as the Manager of Procurement Systems organization.  From 1990 – 1999, he worked for the Department of Energy as a Director and Deputy Director for several technical organizations at the Rocky Flats Field office. Prior to 1990, Tim worked for the Department of Defense, as a nuclear engineer supporting the naval nuclear propulsion program at the Pearl Harbor Naval Shipyard in Hawaii.  Tim earned a Master of Business Administration with an emphasis in Management at the University of Colorado and a Bachelor of Science in Mechanical Engineering from Colorado State University.

IMG_1426Angela Holmberg is the Manager of Contracts at ORAU and serves on the NCMA ET Chapter Board as Secretary for the 2018-2019 year.  She holds a Certified Management Accountant (CMA) designation, a Master’s Certificate in Contract Management, and is a graduate of Tusculum College in Greenville Tennessee.  She is a recent MBA graduate and has broad experience in business operations including Strategic Planning, Budgeting, Accounting, Acquisition Integration, Shared Services Management, Contracting and Pricing Proposal development, Collective Bargaining Agreements, Project Accounting, HR/Benefits Administration, and ERP systems implementation.  She has worked in varying industries in Oak Ridge and Knoxville including Education, Work Force Development, Engineering, Environmental, Law Enforcement/Security, IT/Cyber Security, and Health Communications/Management.  Her favorite past time is just spending time with her husband, children, family, friends, and dogs.  She also enjoys sewing/quilting/crochet/weaving and playing music (guitar etc.) with friends.
